The REACH Act (H96, S114) requires all students in public colleges and universities in North Carolina to take a class in American History and American Government in order to graduate. Required reading of at least the Constitution, the Declaration, the Emancipation Proclamation, 5 essays from the Federalist Papers, Dr. Martin Luther King’s Letter from a Birmingham Jail, and the Gettysburg Address.
