The Expedite Child Permanency Act (H647) speeds up permanent placement (with a goal of 1 year) of babies and children whose biological parents are addicted to illegal controlled substances or alcohol and who are unable to care for the child. It requires for the consideration of the best interests of the child, including the developmental and attachment needs of the child. Furthermore, H647 allows for termination of parental rights by anyone who has had custody of the child for 15 months.
