Our 2023 Legislative Scorecard below is a resource that helps inform voters on how NC General Assembly members supported and voted on NC Values’ legislative initiatives. The scores are based on votes for NC Values’ legislative agenda, override votes, and bill sponsorships. Some scores are affected by absences on these key votes.

The following bills were considered in factoring the Legislative Scorecard scores:

  • Care for Women, Children and Families Act (SB20):
    • Prohibits abortion after 12 weeks of pregnancy; severely restricts abortion pills; requires abortion facilities to meet same standards as surgical centers; appropriates $160 million to help pregnant women choose life; protects infants born alive during an abortion; prohibits abortion for race and Down Syndrome; and much more.
  • Parents’ Bill of Rights (SB49):
    • Restores parental rights in education and healthcare decisions; makes parental involvement a priority for schools; requires schools to notify parents if child changes name/pronouns and of any changes in the child’s mental, emotional, or physical health; requires schools to provide curriculum and teaching materials to parents; prohibits teaching gender identity and sexuality in K-4th grade; prohibits secret transitioning by schools; requires schools to give parents a Guide for Student Achievement; and much more.
  • North Carolina Budget (H259):
    • The State Budget of North Carolina which, among other things, provides funding for Pregnancy Care Centers and enacts and funds Universal Opportunity Scholarships which expands school choice by making every child in NC eligible for a scholarship to attend private school.
  • Fairness in Women’s Sports (H574):
    • Prohibits biological males from competing on girls’ sports teams in Kindergarten through college.
  • Gender Transition/Minors (HB808):
    • Prohibits medical transitioning for transgender-identifying children under 18 years old (both surgical procedures and hormones)
  • Choose Your School – Choose Your Future (H823):
    • Expands Opportunity Scholarships by making every child in NC eligible for a scholarship to attend private school. The amount of the scholarship depends on the family’s income.
