NC VALUES APPLAUDS HOUSE VOTE TO END PLANNED PARENTHOOD MEDICAID FUNDING
The North Carolina House today passed House Bill 378 along a 61-47 vote. This legislation protects taxpayers from funding Planned Parenthood. It directs the Department of Health and Human Services to immediately end all Medicaid contracts with Planned Parenthood and redirect those services to other qualified healthcare providers.

We’d like to thank Speaker Hall and the members who voted for this important legislation that protects the conscience of NC taxpayers and promotes a culture of life in our state.”
The passage of this bill comes in the wake of pro-life advancements at national level including: President Donald J. Trump’s January 24th Executive Order 14182 which enforces the Hyde Amendment, ending forced taxpayer funding of elective abortion; Congress’s passage of H.R. 1, which defunded Planned Parenthood at the federal level for the next year; and the U.S. Supreme Court’s decision in Medina v. Planned Parenthood affirming the right of states to bar abortion providers from receiving Medicaid funds.
If HB 378 is signed into law, North Carolina will join four other states—Mississippi, Missouri, Texas and Arkansas —that have statutory prohibitions on tax dollars going to organizations that perform abortion. Governor McMaster signed an Executive Order in 2018 that prohibits South Carolina tax dollars from allowing physicians or professional medical practices that practice abortion from being participants in the Medicaid program. In most states, Planned Parenthood continues to receive state Medicaid funds but cannot use tax dollars for abortion.
Despite recent progress, Planned Parenthood still receives a large portion of its revenue from taxpayer funding. In its 2023-2024 report, the organization reported that its taxpayer funding hit $792.2 million – 34% of its overall revenue that year. The previous year Planned Parenthood performed a record 402,230 abortions. And 96.9% of the time, for women seeking help related to their pregnancy, Planned Parenthood sold them an abortion rather than giving prenatal care. Due to the volume of abortions performed and the emphasis that the organization places on giving women access to abortion, it is impossible to segregate the tax dollars going to Planned Parenthood for abortion from the tax dollars going there for other services. If elected officials across the country are serious about preventing millions of taxpayers from paying for and subsidizing a service that they find morally reprehensible—the ending of an unborn child’s life—they must support legislation like HB 378 to defund Planned Parenthood.
