LEGISLATION PROTECTING MINORS FROM EXPERIMENTAL, HARMFUL MEDICAL TRANSITIONING BECOMES LAW
A bill protecting gender confused minors from genital mutilation and chemical transitioning which leads to sterilization, became law today after a veto override. North Carolina is now the twenty-second state to enact legislation protecting minors from medicalized transitioning.
“HB 808 is a compassionate bill which will protect gender confused youth from medical and trans activists, who urge children with mental health issues to permanently change their bodies by cutting off healthy body parts and consume cancer drugs not FDA-approved for gender transitioning,” said NC Values Coalition Executive Director Tami Fitzgerald.
“NC Values has worked closely with detransitioners, and we have heard their tragic stories of being lured into the trans cult which grooms and mutilates children, and sometimes emotionally blackmails parents. These treatments are experimental, and other countries such as Norway, England, Sweden, Hungary, Finland, and France have abandoned medical transitioning for minors due to its poor results. Because 85% of minors with gender dysphoria desist, medical intervention that is so drastic and permanent, should be forbidden. We are thankful North Carolina has taken this step to protect vulnerable children from greedy medical professionals who care only about lining their pockets by advancing an extremist agenda.”
NC Values brought detransitioner Prisha Mosely to testify at the General Assembly to give an account of her experience with medical transitioning. She was chemically transitioned at age 15 and had a double mastectomy at age 18 in North Carolina. Mosely was groomed by trans activists on social media, and doctors manipulated consent from her parents by falsely telling them she would commit suicide if they didn’t allow her to take hormones and have a double mastectomy. They said to her parents, “You can either have a dead daughter or a live son.” Mosely testified about the emotionally and physically painful consequences resulting from her transition that she experiences every day.
“Legislation preventing children from undergoing such life-altering procedures could have protected me and many others like me,” said Mosely. “I was utterly convinced by adults that I had been born in the wrong body, and that hormones and surgery were the cure. No doctor should remove healthy body parts or prescribe sterilizing drugs to children for a social contagion of mental suffering.”
Gender dysphoria is a mental health disorder and a social contagion, as “clusters” of trans kids are found in friend groups and schools. Many detransitioners say they were groomed on social media and encouraged to go “no contact” with parents who won’t affirm their transition to the other sex. Some also testify their parents were emotionally blackmailed by doctors who promised non-compliance would mean certain death of their children via suicide, although research shows that suicide increases by 40% for those who medically transition.
“Eighty-five percent of youth who do not medically transition desist from their dysphoria. Even though the billion-dollar industry abusing children with experimental surgeries and chemical treatments know this, they continue to line their pockets while devastating the physical and mental health of children,” said Fitzgerald. “I’m thankful to the bill’s sponsors, Prisha Mosely for testifying, and all who stood up for truth, science, and our youth.”

FEMALE ATHLETES IN NC WIN BIG WITH “FAIRNESS IN WOMEN’S SPORTS” VETO OVERRIDE
Women’s rights under Title IX were upheld today, after the General Assembly voted to override Governor Cooper’s veto of the “Fairness in Women’s Sports Act,” House Bill 574. The bill protects middle, high school and college females from being forced to play against trans identifying biological males in sports. North Carolina joined 21 other states that have passed laws to protect female athletes from transgender players.
“Girls deserve to compete on a level playing field. Allowing males to compete in girls’ sports destroys fair competition and women’s athletic opportunities. Today, North Carolina has joined the other 21 states with similar laws protecting female athletes. Girls deserve equal opportunities to experience the thrill of victory, and to be rewarded for their commitment and sacrifices in achieving athletic excellence. Allowing males to compete in girls’ sports disadvantages girls and destroys their athletic opportunities. It was heartbreaking to hear Riley Gaines tearfully testify about the years of training and hard work that went down the drain when she was forced to race against a biological male swimmer. To add insult to injury, Riley and all the other female swimmers at the NCAA championship last year suffered the degradation of having to undress in front of a fully intact biological male who paraded around the locker room exposing himself,” said NC Values Executive Director Tami Fitzgerald.
“Bodies play sports, not identities, and this bill ensures North Carolina girls and women won’t be benched in their own sports and can train confidently knowing they have a safe and level playing field. The people of North Carolina can rest assured their daughters will not have to worry about injuries or unfair competition in sports, or about their daughters being exposed by men in their locker rooms.”
HB 574 requires that sports teams in middle school, high school, and college be designated by biological sex as male, female, or coed, and that athletic teams designated for females, women, or girls shall not be open to students of the male sex. There is broad statewide and national support for legislation protecting women’s sports. NC Values and NC Faith & Freedom Coalition commissioned a statewide poll in January 2023, and found over 70% of North Carolinians believe biological males should not be permitted on female sports teams. A new nationwide Gallup Poll revealed 69% of Americans also agree, showing a 7% increase since 2021.
NC Values Coalition has been advocating for this legislation for three years, pointing out the biological advantages males have over females, and this session brought Riley Gaines and Payton McNabb to testify at legislative hearings. Gaines was cheated out of a championship title by biological male William “Lia” Thomas at the NCAA swimming championships last year. McNabb was a high school volleyball player in Cherokee, North Carolina who was injured when a trans identifying biological male volleyball player spiked a ball in her face causing long-term neurological issues. Former UNC Women’s Basketball Coach Sylvia Hatchell who is an Olympic Gold-medalist, NCAA Championship Coach, Women’s Basketball Hall of Famer and Naismith Basketball Hall of Famer, also gave compelling testimony about the unfair advantages males have over females in sports and how Title IX’s purpose is totally upended by allowing males to compete on female sports teams. Idaho House of Representatives member Barbara Ehardt, who is a four-time NCAA Division 1 Women’s basketball coach, also testified about the State of Idaho’s being the first in the nation to protect a level playing field for girls in sports by enacting similar legislation. Asheville world elite cyclist Evie Edwards testified that, even though she is a liberal Democrat, she believes that without a separation of the sexes in sports, females will find themselves excluded from their own sports rather than celebrated in them.
“I want to thank Reps. Jennifer Balkcom, Gillespie, Pare, Baker, and Senators Corbin, Krawiec and Sawyer for sponsoring the bill, and thank the other legislators who voted to uphold fairness and safety in women’s sports, despite the Governor’s veto.”

GENERAL ASSEMBLY UPHOLDS PARENTAL RIGHTS WITH VETO OVERRIDE PAVING THE WAY FOR TRANSPARENCY
The Senate and House today voted to override Governor Cooper’s veto of the “Parents Bill of Rights,” enacting the bill into law and ensuring parents will be fully informed about curriculum and their children’s mental and physical health. SB 49 also protects students in grades K-4 from instruction on sexual activity and gender identity.
“Parents already have the fundamental right to oversee the education and upbringing of their own children, but public schools have slowly been usurping those rights by hiding information and slipping radical ideologies into their lessons. SB 49 makes it clear, students belong to their parents, not to government schools,” said NC Values Executive Director Tami Fitzgerald. “Governor Cooper vetoed the will of the people when he dismissed parental rights, defying 80% of North Carolinians. NC Values is thankful Republicans in the General Assembly listened to an overwhelming majority of their constituents with this override.”
In January 2023, NC Values Coalition and NC Faith & Freedom Coalition commissioned a statewide poll which revealed 80% of North Carolinians favored more transparency in schools. North Carolina parents have been attending school board meetings in droves protesting indoctrination and secrecy, elevating the urgency for North Carolina to enact a legislative remedy.
Provisions in SB 49 include:
- school districts must inform parents about health services offered, including physical, mental and emotional. This includes parental notification a child is assuming a gender identity at school not consistent with their biological sex.
- a requirement for schools to establish a process for parents to object to textbooks and supplementary instructional materials.
- an opt-in for surveys asking for personal information.
- a process for parents to learn about clubs and activities including curricular or extra-curricular.
“In public schools we have staff showing children pornography and keeping secrets with them about their personal lives, which are grooming tactics Governor Cooper authorized with his veto,” said Fitzgerald. “NC Values will continue to alert and educate parents about indoctrination, violations of parental rights, and about inappropriate and obscene books in school libraries across the state.”
NC Values will hold two “Mama Bear Workshops” in August, one in Greensboro and another in Hickory. The workshops will educate the public about how to identify indoctrination, explain provisions in the “Parents Bill of Rights,” and will discuss various school choice options. In addition, NC Values will be endorsing candidates in certain school board races in 2023.
